Goals and Strategies

Through the Foundation's efforts, this work in Pennsylvania continues to be the largest successful implementation of the OBPP in the United States.

To continue and expand the Foundation’s work, the following overarching goals and strategies were developed. Our goal is to maintain a public health focus to bullying prevention that encourages learning and builds upon the landmark implementation model created by the Highmark Foundation in Pennsylvania so that it may be successfully replicated by others.

Strategies include:

  • Support continuing data collection that substantiates significance of accomplishments in Pennsylvania and demonstrates and supports case for broadening OBPP implementation.
  • Continue and broaden examination of economic impact of bullying and effects of bullying prevention.
  • Through publishing and presentations, document and communicate outcomes data and accomplishments.
  • Continue support for further technical assistance through Bullying Prevention Institute (BPI) that assures OBPP fidelity and sustainability, especially through quality assurance monitoring and high school implementation evaluation.
  • Provide key stakeholders with continuing education opportunities to learn about the critical components to successful bullying prevention implementation.
  • Established bullying prevention efforts in 2006
  • Implemented the world-renowned Olweus Bullying Prevention Program
  • Reached approximately 210,000 children in Pennsylvania
  • Impacted approximately 17,000 teachers and 345,000 parents through bullying prevention programs
